Patchogue Village Planning Board Meeting of 5/22/14
Sometimes as they say less is more. The full video for the Planning Board meeting of 5/22/14 is posted here but this narrative focuses on just one agenda item. The purpose of doing so is to take one agenda item, and an important one still not resolved to give everyone who is interested an inside view of what happens during the planning Board process.
This video begins with some individual agenda items which can be viewed and they are basically self-explanatory. The Planning Board decides issues relating to how a home or a business is to be opened or changed. It can veto a proposal but must do so with some good rational reasons for doing so. Nothing vague like a neighbor claiming their property values might decline will do. A neighbor or neighborhood concerned about safety issues or aesthetic issues like land scaping will find the Board has an open mind to those concerns but the Board’s remedies is not to block a project but to amend to fix concerns.
The issue that is the focus of this narrative is a proposal by a local company that is now seeking to build a rather large self-storage facility on River Avenue. The company owns properties there now, several homes that stand on the site will be removed, the existing land scape will be changed too and what the owners will describe as a low impact business will emerge.
Since there are zoning issues involved too it turns out that the Planning Board, before it can even really consider issues involved for specific requirements must send the larger zoning issues on to the full Patchogue Village Board of Trustees.
Nevertheless this video documents the owner’s plans for the site and the business that is intended for that site. As well neighbors have come with their concerns and during the course of the video the owner, neighbors and other concerned citizens and Board members engage in an ongoing discussion about the variety of issues raised by this proposal.

Specific time references begin with the owner’s presentation to the members of the Planning Board. That is followed by a public hearing at which point a number of speakers from the public speak about issues on their mind. At the close of the public hearing the issue of the self-storage facility is adjourned for a later part of the meeting called the decision session. The public absent the Board members then discuss issues raised by the owner’s presentation and the public with Chairperson John Rocco summarizing his plan of action about a letter to be sent to the PV Board of Trustees. This is another video in our series of videos taken to let the public see the workings of the Board of Trustees and other village Boards that also make decisions about village life.
The Planning Board is composed of appointed officials who determine site plans for various business projects and individual home owners who wish to make additions or changes to their homes.
This video is divided into two parts. Part One covers the applications which are made by several applicants. Part Two covers the decision section of the Planning Board where the Board members discuss and sometime vote or vote to adjourn for another date on the applications that came before it on the meeting date. This meeting slightly different from other meetings of the Planning Board as it is a joint meeting held with the membership of the ARB (Architectural Review Board). The joint meeting held so that both boards could consider the final approval application made by the owners of Village Walk, a proposed assisted living facility that will be, if approved, located on east Main street.
The video comes with a time line narrative to help viewers see particular sections of the entire video of any particular interest of a viewer. This video has been reviewed for any technical issues: there is one. Tripod movement during portions of the video, until corrected, at times slants the perspective of how Board members are seated. The citizens campaign is made up of volunteer filmers. We are old school: we learn from our mistakes. Next video will be absent this issue. Video filmed by this author: John Bogack. The video for Part Two begins with a discussion of issues relating to the Assisted Living Facility, then a discussion of the proposed site plan for the Oar House restaurant, and finally there is a hearing and decision on an application made by Chairperson John Rocco regarding his home, meeting chaired by Mr. Weeks as Mr. Rocco had to excuse himself from chairing the meeting on an issue directly affecting him.

Village of Patchogue Community Development Agency (CDA) Board Meeting

The citizens campaign is made up of Patchogue Village residents who have been filming meetings of the Patchogue Village Board since November 2012. In addition from time to time other village Boards have also been filmed for the same reasons that the Board of Trustees have been filmed. We think it is important for village residents to see how decisions affecting their lives are being made. For a variety of reasons most village residents do not attend these otherwise public meetings. Having a video that can be seen on demand makes up in part for practical issues that get in the way of attendance.
For a better understanding of what the Community Development Agency does (CDA) information about its purpose and activities as well as contact information can be found on the Village website: www.patchoguevillage.org On the village website look to the left of the page for “Departments” click for the drop down menu that then appears, click CDA.
This meeting does touch on a large variety of subjects: sidewalks, bike racks, social issues in the village, flood control, vandalism, downtown development projects, public art to mention just some of the topics discussed. This meeting is mostly focused on spending priorities. It contains video of the public hearing to hear from members of the public about recommended projects that the CDA should fund in the coming year. There is also a public comment section that is always scheduled as part of its agenda to allow members of the public to address the Board about any issue of concern that falls within the jurisdiction of the CDA. This meeting was held at a special time of 5 p.m. The CDA usually meets at 7 p.m. and its meeting date can be found on the village website’s calendar link for same already provided above.

This video for the 7/17/13 meeting of
the Patchogue Village Zoning Board of Appeals is the latest in a second series
of videos that the Citizens Campaign for Open Village Government has been
filming. The first series relates to meeting of the Patchogue Village Board of
Trustees. The second ongoing series relates to other Boards of the Village that
also impact residents such as the Zoning Board. This video and all others can

This video is a bit longer than one
hour. During the session three applicants appeared before the Board for
approvals. The meeting reveals that on the same night the most humblest of
requests while on the same night a multimillion dollar project could also be on
the agenda. And the project worth millions reviewed in less time than the
project worth far less in terms of money. Although to be fair the Fat Fish
Condo project has been appearing on and off in front of the Zoning Board since
2008 and this appearance as per its own attorney was hopefully the last such
appearance after the passage of so much time.
In general applicants appear before
the Board, make an application for some kind of change that affects their
zoning. Public comment is then allowed and the Board members may then engage in
discussion with the applicant and the members of the public about relevant
issues relating to zoning not to the worthiness of the project itself but
zoning issues.
On this night three applications and
a time line is provided to give viewers an index by which to review any one
part of the proceedings or all of it.

What follows is a departure for the video project of the Citizens Campaign for Open Village Government. Our main focus has been filming meetings of the Patchogue Village Board of Trustees. But our project has been evolving. We have also taken some videos of other boards of the village for the same reason that we have been filming the Board of Trustees: to provide to the public access to view the actions of elected or appointed officials who influence decisions in the Village of Patchogue.
On June 11th Leg. Calarco held a community forum one of a series of such events that the legislator has held through out his district. Invited to this event was Patchogue Village Mayor Paul Pontieri and District 5 Town Councilman Tim Mazzei. The CC4OVG decided to film this forum since these three public officials represented a potential wealth of information about Patchogue Village issues and indeed while the forum was wide ranging many issues relating to Patchogue Village did get mentioned at this one hour plus meeting.
Just some thoughts about the video itself before I begin a time line to allow viewers to pick out particular areas of interest to watch. First these videos are all filmed by volunteers. All of us who film are Patchogue Village residents. We are not professionals in any sense of the word and with each video we gain a little bit more experience about what we are doing.
This meeting was held at the Patchogue Medford Library in Patchogue Village. The video focuses on Leg. Calarco and some members of the audience sitting up front. It does not take in the full audience that did attend. Mayor Pontieri and Councilman Mazzei were seated to the back of the audience, they never appear in this video but are often heard to comment on relevant issues. Similarly some members of the audience who raised questions are not pictured but they are heard and that is because the camera, due to the physical setting of the meeting, could not be panned to capture video images of each and every person who did ask a question.
That said this video has been screened and is a complete representation of the community forum.
The narrative which follows high lights time frames for when particular questions were asked, or other highlights of the meeting. The time frame in no way identifies the hundred or so subject matters that were touched on during the course of the hour or so long meeting. Individuals questioners are not identified unless Leg. Calarco himself has done so.
When viewing the video on You tube please be aware that there is time bar and the following times are close enough approximations that any viewer should be able to find any particular part of the video they may wish to see if they do not want to see the whole video.
For those who do choose to see the whole video as I have I they will be impressed with the breath of issues that were covered. Taken as a whole one is left with the feeling that while Patchogue Village has many issues that overall there is a sense of a bright future as the growth of the village continues despite some issues discussed during the night.
